In search of leviathan

Since 2014, Russia attempts to realize activities on permission to reform state control. As goals of reforms the reduction of administrative pressure on business in difficult economic conditions, when the country needs an entrepreneurial initiative for economic growth, is declared. These seemingly liberal proposals against Leviathan find little support in business, which is preoccupied with completely different forms of pressure from state structures. The results of the reforms are very modest and reflect the need for more systemic changes that are likely to occur only after the 2018 presidential election.
