The importance of the “open state” for the development of participative institutions and modern public (government) governance

This article examines the phenomenon of Open Government, which is an international trend. The implementation of the “Open State” or “Open Government” is the most important priority for the development of modern public administration systems. We sharpen our attention on the problems and difficulties in the implementation of Open Public Administration, consider its goals and directions of interaction. The article presents the results of a sociological study, which was carried out in order to identify the attitude of citizens of the Russian Federation to the Institute of Open Public Administration. The results of the study indicate a low level of citizens’ awareness of the functioning of various mechanisms of the “Open State”. Citizens are poorly involved in the functioning of the Open Government, but they are ready for such participation. The respondents tend to support Open Public Administration, but for a number of reasons they are less prepared to implement it in the Russian Federation. We can say that the existing socio-economic problems and stereotyping of the authorities are a noticeable obstacle to the implementation of Open State Administration in the Russian Federation.
