Grand duke Sergey Aleksandrovich in Moscow: formation of the new governor-general's administrative team (1891-1893)

The article considers the process of formation of the administrative team of Grand Duke Sergey Aleksandrovich in the first years of his tenure as the Moscow Governor-General, which he held from 1891 to 1905, replacing Prince Vladimir Dolgorukov. In general, a new administrative team was formed in 1892. New persons, namely Vladimir Istomin (Chief of the Office of the Moscow Governor-General), Dmitry Sipyagin (the Moscow Governor), and Alexander Vlasovskiy (the Chief of Moscow Police) took their positions in Grand Duke’s team. Representatives of the middle management (Vice-Governor, officials of special assignments) and the lower-level management (officials of the Governor-General’s Office), as a rule, moved from the old administrative team. At the same time, the Chief of the Office Vladimir Istomin served for a long time in that position under Prince Vladimir Dolgorukov and left this post only a few months before the appointment of the Grand Duke in Moscow. In 1893, Dmitry Sipyagin was appointed to St. Petersburg, and Alexander Bulygin became the new Governor. That can be considered as the completion of the formation of the Governor-General’s administrative team of Grand Duke Sergey Aleksandrovich. The analysis shows that he sought to form a team for a long time and did not prefer the policy of frequent personnel changes.
