The article considers victimhood as a factor affecting the theft of budget funds using official powers in the Russian Federation and the Republic of Belarus. Embezzlement with the use of official powers is a crime characterized by increased public danger. The author of the article highlights the features of victimization, manifested in the behavior of representatives of the main managers, managers, recipients of budget funds, identifies some possible areas of victimological prevention. The analysis of law enforcement practice and its results showed the relevance of the problem of studying the victimization of potential victims of crimes involving the theft of budget funds using official powers in the Russian Federation and the Republic of Belarus. When organizing preventive actions, it is necessary to take into account the specifics concerning potential victims of these crimes, which arise from the specifics of budget and legal regulation at the national levels in Russia and Belarus, and other specifics.
