Victimological aspect of the formation of intolerance to corruption

The article considers the state of work on the implementation of the all-Russian plan for the formation of intolerance to corruption as one of the important directions of combating corruption. Suggestions are made on the appropriate grounds for classifying the types of intolerance depending on the forms of its manifestation, as well as the objects of influence, and the legal basis and possible consequences of this activity are justified. It is proposed to introduce the concepts of “passive and active intolerance to corruption” into scientific and practical use, substantiates the need for moral and material stimulation of “active intolerance”, considers the undesirable process of its influence on the growth of social tension and the possible transition to violent crimes of extremist orientation. The author focuses on the importance of the process of socialization of minors and the formation of their respect for persons who cooperate with law enforcement agencies, and reveals the problems of modern Russian legislation that does not provide for liability for non-reporting of crimes by family members, not only in relation to corruption, but also in the aspect of terrorist crimes. It is proposed that anti-corruption education should be combined with General legal education, as well as the formation of a personality focused on non-violent ways of resolving conflicts, including in the aspect of active intolerance of corruption on the part of the environment and authorities. Analyzes the positive experience of the classroom in secondary schools, as well as open competitions methodical development of anticorruption teachers Junior and senior classes, and also provides a link to the materials held in January 2020 all-Russian scientific-practical conference on problems of prevention of juvenile crime.
