The role of state industrial parks in technological sovereignty of the region under sanctions (the case of the Kaliningrad region)

The industrial parks are a significant tool for reformatting the country’s industrial landscape in the logic of industrial policy implementation. Thus, the article raises the question of the role of industrial parks in the technological sovereignty development of the regions. The analysis of previously published studies shows several fundamental positions regarding technological sovereignty including ensuring the goals of the economy in the technological sphere, maintaining the competitiveness of the national industry, sectoral aspects of its formation up to the calculation of individual or complex indices. At the same time, the industrial infrastructure includes park structures among which it is the state ones that are developing most dynamically. The main aspects of the influence of industrial parks on the formation of sustainable technological sovereignty include the level of industrial production, the number of created jobs and the total wage fund, assets investments and tax revenues from park residents. The empirical part of the study was carried out using the example of state industrial parks of the Kaliningrad region (hereinafter referred to as SIP). For each of the identified factors, a comparative dynamic analysis was carried out to identify the share of SIP and substantiate the recorded trends. The authors chose for observation the period from 2018 to 2022 because it includes the stage of pandemic economic slowdown and the stage of a significant increase in the number of sanctions against the Russian economy. The results of the analysis allow formulating recommendations regarding SIP to the regional government. The recommendations are structured in the logic of factors ensuring technological sovereignty and problems of state industrial parks that need to be consistently addressed.
