The inclusion of Russia in the exchange of global educational capital (brain circulation)

The paper presents a brief theoretical review of involving Russia in the exchange of global educational capital. In contrast to the unilateral emigration of highly qualified staff from Russia which has been taking place since 1990, the circulation of educational capital (the cyclic trips to other countries followed by return) enriches the experience and knowledge of not only scientists but also recipient countries and above all donor countries. The research highlights the possibilities of returning home for the Russian compatriots characterized by the cultural affinity and desire to return, enriched with the educational capital of the recipient countries. To this end, the author proposes to differentiate payments under the Russian compatriots’ return program according to the level of educational capital and experience, the length of service as well as the achievements in professional and social activities.
