Impact of COVID-19 and changes in regulatory documents on technological connections

Changes in the electric power industry reflect changes in other areas of the country's life. The emergence of the coronavirus infection COVID-19, followed by a period of self-isolation and a corresponding decrease in population activity and production, did not go unnoticed by the electric power industry. In 2022, there were changes to regulatory documents regarding the implementation of technological connections (increase in the cost of the service). Comparison of the time of occurrence of these events with changes in the indicators of technical connections allows us to estimate the time for restoration of the activities of companies and the activity of consumers. The work analyzes changes in the number and total capacity of applications and contracts for technological connections in the period 2018-2023. A relationship has been identified between the dynamics of technological connections in the Oryol region and the period of self-isolation, as well as with the increase in the cost of technological connection in accordance with the wording of Decree of the Government of the Russian Federation of December 29, 2011 N 1178. It is shown that in 2018-2023 there was a significant decline in the number of concluded contracts for technological connection accession, however, as of 2023, the number of agreements has returned to the 2018 level and continues to grow.
