Impact of federal budget revenues on inter-budget transfers to grant regions

The article is devoted to topical issues of influence of various factors on the possibilities of the federal budget to provide transfer assistance to grant regions of Russia. The main methods of research are dynamic and structural analysis, comparative approach, horizontal and vertical methods, as well as correlation-regression analysis. The article considers the approaches of domestic authors to assessing the impact of external factors on the state of the budget system of Russia and the regional economy. Analysis of revenues of the federal budget of Russia in dynamics and structure was carried out. Correlation of oil and gas and non-oil and gas revenues with volumes of inter-budget transfers is calculated. Dependencies between the factors under consideration have been identified. The main problems and risks with the possibilities of transfer support of grant regions have been identified.
