Introduction: the improvement of the demographic situation in modern Russia, the spread of family values is traditional and does not lose its relevance as a priority of state policy, which is confirmed in the strategic measures developed at the highest political and administrative level. A special role in the implementation of positive demographic scenarios belongs to students as a special social group, designed to become the main source of formation of the basic social institution - the family. Effective measures of the state policy in the above areas largely determine the viability of the young family, contributes to the formation of the readiness of young people to marry and have children. Aims: correlation of the results with the priorities and indicators of policy documents in the field of youth, demographic, family policy; evaluation of the effectiveness of public policy on the formation of family values. Methods: combination of macrosocial and political analysis of measures of state youth, demographic, family policy; conducting a survey of students of humanities and technical specialties of Moscow universities and comparing its results with the results of a similar study in 2007, which suggests the implementation of longitudinal project ; review of secondary sociological research on selected issues; analysis of relevant texts of state strategic documents in the field of youth, family, demographic policy. Results: the main strategies of family behavior of Russian students are identified and described; the effectiveness of the state family and youth policy is evaluated through the prism of its perception in the student environment; recommendations for improving the effectiveness of the state family and youth policy are proposed. Conclusion: family strategies of modern Russian students are determined by the activities of the state as the dominant actor in the formation and strengthening of family values, and non-state actors (families, educational institutions), as well as the actual level of socio-economic development of society as a whole. The decrease in the effectiveness of these subjects of family socialization predetermined the variability of family strategies of Russian students, as well as changes in the perception of the family as a social institution in the eyes of young people. In general, the orientation of students is not associated with the implementation of positive demographic scenarios of the Russian Federation.
