Influence of the industrial development in the Krasnoyarsk region on urban and rural population ratio in 1939-1990 (based on the materials of the planning commission of the regional executive committee)

Based on the firstly introduced into scientific circulation archival materials of the regional planning commission, we tried to identify trends in the development of the productive forces of the Krasnoyarsk Region since 1939 until 1990, changes in the ratio of urban and rural populations and ideas about providing food for the urban population. The study is based on the theory of modernization as applied to the planned economy of the USSR. Chronological, comparative, systemic and other research methods were used. During the period under review, the emphasis was placed on the import of labor from other regions of the country. The process of industrial development of the region was accelerated by the evacuation of industrial enterprises equipment from the European part of the USSR in 1941–1945. The construction of the Krasnoyarsk hydroelectric power station in 1955 laid the foundation for the development of its national economy in the region on a long-term basis. The decree of the CPSU Central Committee and the Council of Ministers of the USSR ""On measures for the further integrated development of the productive forces in the Krasnoyarsk Region in 1971-1980" initiated the idea of interaction between the branch ministries and regional administration bodies within the framework of ten-year planning cycles. It launched the formation of territorial production complexes and industrial centers in the region. The accelerated industrialization of the Krasnoyarsk Region was accompanied by urbanization, reduction of agricultural land and the number of rural population. The ratio of urban and rural population was 29.8 to 80.2 % with 1960.0 thousand people living in the region in 1939. By 1959, the population grew to 2615.0 thousand people, and the ratio was as 50 to 50 %. According to the calculations of design institutes, by 1990 the urban population was expected to grow to 3820 thousand, by 2000 – to 4452.0 thousand people and amount to 79.4 and 82.8 % of the total population, respectively. The need for its food supply prompted the regional authorities to rely on the use of industrial technologies in agriculture and the concentration of the rural population in large settlements.
