The quality of education as a socio-economic category is directly related to the growing intellectualization of production process, development of the educational services' market and worldwide application of information technologies (IT). Today IT are both the means of education and the object of study actually at all education levels. Modern IT have a lot of advantages over the traditional education methods. However, there are also some negative features affecting the quality of education. The outcomes of a sociological study, conducted in 2011 among students in higher educational institutions, vocational and general secondary schools, show that 82% of them have their cell telephones hooked up to the Internet. Most of them use telephones during their lessons; one third stay in the Net over 20 minutes during lessons, and above a quarter – over 45 minutes.
