Сivil society in Kyrgyzstan is built on the interaction of traditional values, social attitudes of the Soviet era and the overlapping processes of the modern world. The main problems of this process are social conflicts related to the transformation and adaptation of civil institutions. The article presents an analysis of the formation and main sphere of activity of non-governmental organizations of the Republic, which are an integral part of civil society. The fact that the law on lobbying has not yet been adopted makes it difficult for NGOs to work, which hinders the promotion of both their own and the interests of their target groups by non-governmental organizations. In General, despite these shortcomings, it can be noted that the third - civil sector in Kyrgyzstan is quite developed and has a significant impact on social and political life in the country. Recommendations are given to improve the efficiency of the civil sector.
