Influence of investment and direct innovative costs on optimal development strategies of a region in view economic loss from environmental violations

Currently it is difficult to estimate from available statistics' innovative processes in the region in terms of “expendi-tures-results”, which impedes strategic planning of development. The paper proposes a kind of regulatory approach to this problem with the use of conceptual model of the region, that is to determine the acceptable values of the most important innovative parameters by properly oriented computational experiments with this model.
