Economic sanctions impact on the Russian Federation transport logistics

The paper deals with the development of the Russian transport system, taking into account the impact of economic sanctions, analyzes the country's historical experience associated with the implementation of large-scale transport projects. The Russian Federation has unique opportunities to participate in international transit, which has always been considered not only as part of business, but also as an important element in the positioning of the state in the international arena. The authors draw attention to the fact that, due to the aggravated political contradictions, the traditional exchange of goods between the conflicting parties began to decline sharply. A collapse is expected in maritime transportation, primarily in container transportation in the Baltic direction. A significant increase in rail traffic is predicted both in Russia and along the international transit corridors (ITC) "North-South" and "West-East" without access to Europe, it is possible to open new routes Russia - Azerbaijan - Iran (Persian Gulf), Russia - ports of South China, Russia - Vietnam.It is likely that in the coming years, almost all industrial and consumer goods will be supplied from Southeast Asia. At the same time, it is noted that with the departure of most of the sea carriers, the railway becomes the main method of delivering goods to China. Problems arose with the investment of transport projects, for example, in the construction of a high-speed highway (HSR) Moscow - St. Petersburg. In the context of unprecedented sanctions against Russia, the devaluation of the ruble and the withdrawal of foreign companies, the implementation of this project becomes meaningless. However, the HSR project is well developed, the financial model provides for various scenarios for changing passenger traffic, therefore, as soon as the general situation in the world stabilizes, they will definitely return to it. The purpose of research was to study the problems of the development of the Russian transport system, taking into account the impact of economic sanctions, reformatting the transportation market, and the formation of new logistics supply chains. The paper considers the historical experience of Russia associated with the implementation of large-scale transport projects. On the ex-ample of the ports of the Baltic, Arctic and Far Eastern basins of Russia, maritime cargo transportation under sanctions was studied, on the example of the company TK Poseidon, a variant of optimizing transport routes through the international North-South transport corridor was proposed; the role of the strategy for the development of transport and logistics systems is noted, taking into account the reformatting of the market for rail, sea and road cargo transportation, the problems of investing in transport projects are studied.
