The influence of congress on the Biden administration’s policy towards China and Russia: a course towards confrontation

The article deals with the activities of senators and congressmen in the 117th and 118th US Congresses, aimed at stepping up political and sanction pressure on China and Russia. The article notes that a numerous anti-Russian and anti-Chinese coalitions, consisting of the Republican and Democratic senators and congressmen, aimed at offering support to Ukraine against the Russian aggression, on the one hand, and from the Chinese threat, on the other hand, emerged in the Congress during the presidency of Donald J. Trump. The efforts of these anti-Russian and anti-Chinese coalitions have continued under the Joe Biden administration. They consisted not only of harsh, although monotonous anti-Chinese and anti-Russian rhetoric, but also of introduction of a series of legislative initiatives, aimed against China and Russia. As a rule, they are sponsored by a group of both Republicans and Democrats, and if submitted to vote, they were passed by absolute bipartisan majorities. In the author’s opinion, China and Russia ranks as an opponent both by Joe Biden and the whole US ruling class, but the American president does not have a clear understanding of the goals and tasks in arranging relations with China and Russia. Consequently, the anti-Chinese and anti-Russian actions in the Congress are an instrument of political pressure on Joe Biden himself. The political struggle is sharpening, the anti-Chinese and anti-Russian actions acquires more various and harsh character.
