Influence of the inequality of Russia's economic development on the who-innovation of insufficient situations in the Roscosmos (on the example of the space appliance "Fobos-Grunt")

The article shows the influence of uneven economic development of the country on the occurrence of emergency situations in Roscosmos; the causes of emergency situations on the example of the spacecraft "Phobos-Grunt; the analysis of the dynamics of space launches by countries from 2010 to 2017; it is substantiated that the solution to the problem of emergency situations depends on the availability of modern human resources and effective market institutions, on the investment climate and capital inflows.
