He article examines the impact of non-economic shocks such as the COVID-19 pandemic on the education system in Russia and the world and its readiness to switch to distance learning. During the study, it was determined that the transition to online is accompanied by organizational and economic difficulties. As a result, due to the suddenness of radical changes in long-established processes, academic mobility of students is reduced, scientific research and international exchanges are suspended, partnerships between universities at various levels are weakened.
