The article analyzes the relationship between the power and writers in USSR in the period preceding the Stalin's «great turning point» of the late 1920s. The author traces the changes in the interactions of the Bolsheviks and writers, which in later years led to tightening of censorship. Particular attention is paid to the connection of inner factional struggles and the gradual growing of the party apparatus in the structure of the state, and to the involvement of the OGPU in the political processes. The author shows that the literary work became an instrument of political struggle: there was an ideological request for a «new type of writer».
