In 1986, applying the experience of the new economic policy of the Soviet Union, the Vietnamese Communist Party adopted a comprehensive reform program called “Doi moi”, in which the state recognized the equality and legitimacy of many sectors of the economy, including an economy with foreign investment. This moment was the beginning of the process of attracting and using foreign direct investment (FDI) in Vietnam. Despite the results obtained over the past 30 years, as well as the positive state support of foreign investors in many aspects, there are a number of problems in their activities in Vietnam. Analyzing the current situation with the attraction of FDI, as well as the contribution of this sector of the economy in the past, the article proposes a number of policy issues designed to stimulate enterprises with FDI to continue investing in the socio-economic development of Vietnam and other developing countries as a whole.
