To achieve the goals of sustainable development, it is necessary to take into account spatial factors. This is supported by research on trends in population settlement and economic organization in the modern world. Urban agglomerations have a significant impact on the socio-economic development of regions, being centers of attraction for migration and financial flows. As a result, territories are formed with an extremely high density of population and infrastructure, which makes them vulnerable in conditions of geopolitical instability. The challenges of dynamically developing agglomeration territories must be taken into account when developing development strategies for both regions and agglomerations. And focusing on the goals of sustainable development in regional management makes it possible to harmoniously combine the environmental, social and economic components of development with an emphasis on ensuring the safety of the population.
