The US influence on foreign armies: education, propaganda and development of security system

The International Military Education and Training Program established in the USA in 1976 is one of the key tools of US influence on military forces all over the world. The analysis of the US Department of Defense and State Department documents shows that this program is not only a way to enhance the military capacity of the US allies but also the tool of the informational influence on partner nations. The transformation of military forces following American standard, the increasing role of civilian leadership in military organizations, and transfer of the American values are the key objectives of the program. Military officers and public officials from other departments are the target audience of military education. The author reveals that the International Military Education and Training Program focuses on Russia’s European and Central Asian neighbors, and this trend persists even under the decrease of the overall program funding.
