The impact of project management standardization on the implementation efficiency of national programmes

The study defines the main directions of the impact of standardization on the implementation efficiency of national programmes in the Russian Federation. Standardization has been shown to increase the implementation efficiency of national programmes by formalizing and regulating their stages. This simplifies control procedures, increases the integration of the federal, regional and sectoral phases of the implementation of the programmes, and connects the timing of their parallel or sequential stages. It is standardization that makes it possible to actively use IT technologies and digital platforms, in particular, to provide services to the citizens of the Russian Federation within the framework of national programmes in a digital format. Using this approach, we can put the concept of ‘state as a platform’ into practice and move on to the implementation of the concept of ‘lean state.’ The research is scientifically original in that it identifies the problem of determining the optimal depth of public administration standardization (the need to introduce additional standards or weaken some existing ones). The study of the directions of the influence of standardization on the implementation efficiency of national programmes was conducted, with the result of identifying methods for determining the optimum degree of standardization. It is concluded that the need to introduce an additional standard or weaken the existing one can be considered from the perspective of the impact of this measure on the speed of the implementation of a national programme and on changes in the costs of its implementation. This makes it possible to use a combination of network and business planning methods as a specific tool for determining the optimal depth of standardization of national programmes.
