The introduction of electric power accounting system in electric power supply of Yemelyanovsky district of Krasnoyarsk region

The analysis of balance settlement in electrical network distribution of 0.4 kV has shown that com-mercial electric power dissipation causes great damage to the economy. Intensive hooking up of new customers is conducted in Yemelianovsky district of Krasnoyarsk region having a substantial potential of development of power supply infrastruc-ture. Power consumption measurement is compli-cated due to territorial dispersion of metering de-vices and inability to control on the part of the staff of power distribution zone. The objective of this work was to reduce commercial losses in rural dis-tribution networks of 0.4 kV by means of introduc-tion of automated electricity metering system. The results of balance settlement conducted in public company Krasnoyarskenergo over a period of 2012-2015 formed the basis of commercial losses research. Losses research procedure was reported in on-line and potential computations of electrical power expected losses. The Construction of auto-mated electricity metering system is based on PLC-technology wherein the information on electric power consumption is transmitted across the wire of power transmission line at a speed of up to 500 Mbit/s. Structural flowchart of electrical power supply based on electric power metering hierarchy using single-phase and three phase meters like Mercury with integral power system data modem has been developed. Meters facilitate accumulation and storage of energy consumption data on a cu-mulative total and operation on a multirate mode. Mercury 225.11 concentrators performing data transfer and reception through a selected commu-nication channel are situated on the electric substa-tions 10/0,4кВ. Energy resources audit is based on the self-organizing automated electricity metering system using three-level scheme. The process of transmission of electrical power from customer is performed immediately at the boundary point that is in the upper part of nearest support outside the customer's house. Common metering device for the whole line is located in electrical substation. A plan of gradual introduction and installment of metering devices of automated electricity metering system in Solontsy, the town of Krasnoyarsk region is given. Introduction of automated electricity metering sys-tem in the town of Solontsy, Yemelianovsky district of has resulted in reducing commercial losses from 2012 to 2015 by 40 %.
