Introduction of rehabilitation technology into dealing with juveniles in conflict with the law (by a case study of Novosibirsk region)

The study theorizes and describes the regional test practices of rehabilitation-technology model introduced into work with juveniles in conflict with the law in the Novosibirsk region. The novelty of the research lies in the fact that it is necessary to examine and improve the social and legal child-protection mechanisms at the federal and regional levels in the context of the concept of youth-friendly justice. Such mechanisms include the introduction of rehabilitation technology into dealing with juvenile offenders. The authors consider the factors in and the prerequisite for developing illegal behavior in minors, identify the reasons for assisting teenagers and their families in the settlement of criminal situations, including the use of rehabilitation technology. The typology and characteristics of certain types of the above-mentioned technologies are presented. The study reveals the arrangements for the rehabilitation technology to be introduced into dealing with juveniles in conflict with the law in Novosibirsk region on the basis of the system of territorial reconciliation services intended to prevent offenses, conflict and hardships involving minors. The authors determine the development areas for the rehabilitation model of child-neglect and juvenile-delinquency prevention system in the region.
