The foreign policy conception of V. I. Kelsiev and attempts of its implementation

The author analyzes V.I. Kelsiev’s views on the foreign policy of the Russian Empire, the main difficulties the Russian diplomats faced, and the ways of resolution of these difficulties. It is concluded, that although Kel-siev failed to influence the foreign policy of Russia directly, his conception is a remarkable phenomenon in the history of Slavophil thought.
