Foreign trade policy as an economic modernisation instrument

Under official declarations, Russia doesn't intend to give up long-term plans of economic modernization. The highest facilitation for manufacturing industries l equipment import including reduction of duty rates for the equipment which is not built in Russia could be justified as a result of this. A prototype of the would-be Russian import tariff free of unwarranted warp to the fiscal end, able to become a tool of structural economic modernization was worked out in the negotiations on Russia's joining the WTO. We have but regret that practical achievements gained in the course of negotiations in fact do not give any impact on the international trade.
