Internal financial control in federal control and auditing standards for municipalities

Internal financial control of municipalities, like other authorities, is in a state of flux. This article provides an analysis of the problems that the innovations in the field of control are aimed at solving, and also describes the key changes that have occurred in the legislation. Currently, at the state level, internal financial control is regulated not only by the Budget Code, as it was before, but also by a set of Federal standards for internal state (municipal) financial control. However, even the introduction of new, more specific procedures does not completely solve the problems of the lower level - control at the level of municipalities.
