Prisoners of war and refugees in the soviet province: helping measures and rehabilitation (Simbirsk province, 1918-1919)

The problem of prisoners and refugees' life and employment in severe conditions of the Civil War (1918-1920) in the Middle Volga region is not fully understood. The author publishes a document on quantitative and qualitative characteristics of the Simbirsk province Commission on Prisoners of War and Refugees, as well as its administrative department which dealt with prisoners of war and refugees' movement and supply in 1918-1919.
