Military commissariats - bodies of military management and education of red army men

The author analyzes problems of formation of military commissariats in provinces, districts and volosts of Privolzhsky military district in an initial stage of Civil war and military intervention. The structure of bodies of military management on places, their functions and a problem is opened, difficulties in work on creation of the first military units of Red Army, maintenance with their necessary staff, material and military-technical property, satisfaction of cultural-educational needs of Red Army men are shown.
