“A war with councillors”: about a conflict between the Olonets governor P. A. Lachinov and the provincial administration (1820's)

The article which introduces previously undisclosed archival documents is the first attempt made in the Russian historiography to examine how the restoration of the office of general governorship affected the performance of provincial administration (provincial boards). The study highlights the activities of the provincial board of Olonets province, with General Governorships of Archangelsk, Vologda and Olonets (1820-1830) being in existence in that period of time. The author examines the causes, course and results of the conflict which was fired in 1828-1829 between P.A. Lachinov, Governor of Olonets province, and the councillors of provincial board of Olonets who were supported by General Governor S.I. Minitskiy. It is concluded that the office of General Governorship not only undermined the independence of provincial boards, but also nurtured conflicts among provincial governors.
