Concerning the conscription of allogeneous people of the northeastern Siberia (the mid-19th - early 20th centuries)

The study discussed the compulsory enlistment of Yakutsk region people in a military service as a policy of the Russian Empire on the incorporation of the population of this region into the general imperial system in the mid-19th - early 20th centuries. No research had been found that surveyed the fact that conscription was extended to the allogeneous people (the Inorodtsy) of Yakutsk region. This group of people was governed according to the Charter for the Management of Non-Russians of 1822 by M.M. Speransky. They were divided into three categories: sedentary, nomadic, and wandering ones, and, pursuant to the law, were exempt from conscription. The author chronologically reviewed the government actions aimed at revising this situation. Being the primary followers of the imperial policy, governors actively addressed this issue in their provinces and regions. Although the provisions of the Charter were not repealed and the allogeneous people were not conscripted into the army, they made a lot on the home front during the First World War. The study described the response of the local community to these events as well.
