Issues of tourism safety in Russia in COVID-19 pandemic

In the restrictive conditions caused by the COVID-19 coronavirus and as a result the closure of international borders in Russia there is a reasonable need to refocus the flow of external tourism on the development of domestic tourism. For the Russian tourism industry this difficult period, on the one hand, turned into an unprecedented rise and large-scale support of the state. However, it is obvious that with the new opportunities of the tourism industry as a strategic element of the country's service sector, a radical improvement of the entire system on security issues at the national level is required. On the basis of the study of the classical systematization of tourism security measures, the article analyzes the algorithm of actions of state structures of the Russian Federation at all stages of the pandemic crisis to eliminate destabilization in the industry. The novelty of the work lies in the assessing the mechanism of compulsory vaccination in some regions of Russia as a forced preventive measure aimed at ensuring the safety of tourists in restrictive conditions. COVID-19, having become a serious test for the entire tourist market, made it possible to realize the exceptional importance of this industry for the economic sector of the Russian Federation. It also forced to focus on the organization of the work of tourist facilities for the purpose of sanitary and epidemiological requirements and the formation of tourists ' interest in these facilities from the point of view of their safety. The article presents the opportunities and prospects for the recovery of the tourism industry in the post-crisis period, taking into account changes in consumer requirements, using the example of the introduction of the Safe Travels global initiative in the Russian regions.
