The article is devoted to the reform of the political system in Russia during the first Russian revolution of 1905-1907 as the continual transformation of the autocracy into the constitutional monarchy. The author analyzes the main views in the scientific disputes on the definition of the form of government and the nature of the political regime in Russia during the constitutional reforms. The author believes that the basic laws of 1906 demonstrates the emergence of Russia into the imposed constitutionalism with the dual monarchy, in which the legislative power belonged to the Emperor and the Parliament, the executive one - to the Emperor and ministers, the judiciary one - to the Senate.
