The article analyses the legal foundations and theoretical approaches to the ‘local issues’ concept. The author studies correlation between the theoretical problems of this category interpretation and the powers of local government. The conclusions are concerned with the applicability of some theoretical approaches to consideration of local issues as a component of the local government institution.
