The purpose of the article is to consider the problematic aspects of the organization of state control and operation of ultralight aircraft and approaches to their solution from the standpoint of protecting the constitutional rights and freedoms of man and citizen are proposed. The subject of the study is the legal norms governing the organization of state control and operation of ultralight aircraft in the Russian Federation. On the example of investigative practice, the existing problems of the organization and state control of the movement and operation of ultralight aircraft are examined. The ways of improving the existing standards governing the activities of operators and the rules of flights using ultralight aviation in order to ensure safety in air transport are proposed. To this end, it is proposed to amend the Decree of the Government of the Russian Federation “On licensing activities for the transport of passengers by air and for the transport of goods by air ...” dated May 5, 2012 No. 457, in the Procedure for State Registration of Ultralight Civil Aircraft of General Aviation, to the Federal Aviation flight rules in the airspace of the Russian Federation, approved by Decree of the Government of the Russian Federation of March 11, 2010 No. 138, as well as in the Administrative Code administrative offenses of the Russian Federation.
