The paper is based on a long-term study of the tourist and recreational potential of the Russian Azov Sea coast and its constituent elements. The research results emphasize the need to develop systemic practical solutions based on tourism cooperation projects with neighboring territories. The tourist space of the Russian Azov Sea coast is considered in the context of designing cross-municipal cooperation in eight special types of tourism. The result is an integration project for the tourism potential development of the municipal territories. It allows solving the development of tourist facilities in the Russian Azov Sea coast at a conceptual scientific level, which has a significant applied component, and is based on the potential of geographic systems. Considering the linear-nodal nature of the cross-regional structure of the territories, the author's project for the development of specialized types of tourism reflects the local and regional levels of the local territories. It is a functional model for the development of the tourist space, which corresponds to the tasks of building territorial cooperation and the modern context of the national tourism development project in the Russian Federation. It is proposed to implement the healthimproving vector through the organization of a balneological resort network that unites balneological facilities in the Neklinovsky, Azov, Temryuksky, Leninsky and Kirovsky districts for conducting combined health-improving programs. The educational vector involves the creation of network educational institutions for children and youth and the AzovCamp based on museum institutions in the region. The vector of business tourism is the development of incentive programs. Event-based is possible when creating and systematizing a unified calendar of cultural events. Sports, rural and environmental vectors have the highest seasonality for organizing tourism activities but require the construction of modern infrastructure. The cruise vector seems to be relevant due to new cruise tourism products in the region.
