Questions of administrative penalties

The system of administrative penalties is fixed by the Administrative Code. It's changing is only possible by amending the Administrative Code. There is a penalty, which in practice is not applied. It can be cancelled, but the system of administrative penalties should be supplemented by such penalties as withdrawal of licenses, reducing the length of stay of a foreigner in Russia.
