East Siberian administration in conditions of medical transformations in the second half of the 19th century

In the second half of the 19th century the transformation processes that swept the East Siberian region became possible thanks to the development of public initiative with the unconditional support of the provincial administration. In this article, the authors continue the analysis of the rational motives of the political elite of the region (N.N. Muravyov-Amursky, A.D. Lokhvitsky, I.K. Pedashenko, D.G. Anuchin), which led to changes in the sphere of public health. Among the economic and political tasks, the top leadership of the region during this period faced the problems of forming a network of medical institutions, overcoming the shortage of medical personnel, overcoming negative demographic indicators of the population, which from the position of economic resources entailed a reduction in the tax-paying population.
