In border areas of justice and in any sphere of public law enforcement practice, when certain procedures to identify administrative, civil or any other offenses may precede criminal proceedings while detecting some indicia of a crime, preventive tactics can exist as the basis of forensic supporting of everything connected with professional law enforcement and the ability to establish some indicia of a crime (activities of the Federal Antimonopoly Service, control and accounts chambers, etc.). Forensic potential is not fully achieved in those areas of law enforcement that are difficult to rationalize on the basis of known scientific approaches at the level of, for example, preventing crime at the earliest stages of precriminal activities.
