Involving of expert community in process of development of strategy of development of the Baikal region as the way of becoming of the civil society

In clause the problems of elaboration of strategy of development of the Baikal region is considered. The accent is done on necessity of participation of experts of all areas of the knowledge capable to participation in acceptance of collective decisions, to acceptance of the responsibility, offered possible the script of development of region. Experts uneasy competent of the sphere, but also being experts, i.e. professionals who can by a separate fragment or separate parameters to restore a complete picture about something, system.
