Involvement of businessmen in the development and implementation of national projects

This article discusses the problem of involving entrepreneurs in the development and implementation of national projects. It is revealed that medium and small businesses still do not have sufficiently effective mechanisms and tools for participation in the formation and implementation of large strategic projects. The possibilities of taking into account the business interests in large projects as performers on the principles of outsourcing from large corporations or trying to implement their ideas in programs and projects of state development through political (appeal to deputies or top management) or organizational methods. The authors reveal the urgency of the problem of moving away from the methodology of planning national projects on the principle of "up down" and the transition to iterative planning of national, federal and regional projects. The necessity of changing the principles of participation of entrepreneurs in the formation of national projects and the process of transition to the "full life cycle" methodology of the project, when representatives of the business community participate at all stages, starting from the genera-tion of the idea, is shown. A change in approaches to the status of a participant in national projects is proposed, including through giving the status of a stakeholder to public associations, business associations, as well as the creation of an initiative group of the project as a stakeholder. It is shown that both local and regional authorities should play the role of a "social entrepreneur".
