Compensation to the refugees during World War I

The article is devoted to one of the activity spheres of the Special Meeting on Defense of the State in the years of World War I; that is compensation of the losses suffered by the population of the western provinces during fighting. In the country, several commissions on compensations dealing with issues of granting refugees money instead of the property confiscated by the army were created. The authors conclude that, despite the mechanism created by the state for compensation of treasury losses, in the conditions of wartime the process of receiving payments could drag on for a year, complicating the already difficult life of refugees in the foreign land.
