Compensation of losses and compensation for damage caused by state bodies and local authorities in pandemy

Purpose: To investigate the current situation with legal justifications in the field of the possibilities of using the existing legal framework for compensation for losses caused by introduced regulatory acts and restrictions in the context of the distribution of COVID-19. Check for compliance with the interests of civil society of decisions and actions of authorities. Methodology: The paper uses analytical, theoretical and formal legal methods. Results: The article analyzes the legislative framework to ensure the possibility of filing legal requirements for federal and municipal authorities. Formal aspects for the argumentation of such claims have been studied. The most vulnerable places in the legislation are presented that cannot ensure the reasonable and mutual functioning of the parties to civil law relations.
