Possibilities and limitations of the project approach in public administration system

The article presents the organizational structure of the project management system at the federal level, and defines the limitations in implementation of the project approach in the public administration system. The authors evaluate the possibilities of using in this system such mechanisms as public-private partnerships, concession relations (bilateral interaction), as well as participatory budgeting (two- or three-way interaction).
