The potential of using expert knowledge of the guardianship authorities representatives in juvenile delinquency investigations

The article dwells on the issues of the necessity of the juvenile offender personality research during a preliminary investigation. The importance of solving this issue through substantiation of all circumstances comprising the fact in proof is established. The article analyzes those circumstances to be established in the research of personality of a juvenile offender that are recognized in provisions of the criminal procedure legislation. The necessity of having potential for expanding circumstances characterizing the person under the legal age is revealed and justified. The articles stresses the possibility of obtaining a more full information enabling characterizing personality of the juvenile offender by an investigator by requiring it from representatives of a guardianship authority and of legislative formalization of the received information and of the use of expert knowledge of a guardianship authority representative by an investigator.
