Hostile actions in modern international conflicts

The aim of the article is to consider hostile actions as a result of the transformation of modern international conflicts. This requires understanding the categories that differentiate forceful and non-forceful methods of confrontation in the international system. The authors point to the growth of hybrid threats, which determine the nature of hostile actions and form a new type of international relations of the «threat-reaction» type. As a result of the analysis, the authors conclude that the aim of hostile actions is to cause damage to the enemy without the possibility of resolving the conflict, openly or covertly, by military or non-military means, to further escalate the conflict, to destroy previously established economic, diplomatic and other ties. Predicting responses to hybrid threats is an important task for policy analysis.
