Second understanding of victimity: causes of initiation and neutralization problems

The article considers the traditional understanding of victimality as certain socio-demographic, behavioral and other characteristics of victims of criminal encroachments, as well as its second understanding as the inability of the state to protect the victim from crime. The emphasis is placed on the peculiarities of the “second understanding”, the reasons for the emergence of this victimization are analyzed and reasonable measures for neutralizing it are substantiated in order to increase the effectiveness of crime prevention and reduce the severity of the consequences of criminal encroachments.
