Elective government and administrative authorities of the Novgorod and Pskov feudal republics

Among the historical forms of organization and activities of elective government authorities, the institutions of veche democracy hold a special place. In the Novgorod and Pskov feudal republics, the foundations of representative and direct democracy were formed and developed, which led to the creation of a vertical “from bottom to top” power. The combination of the rights and duties of the state highest officials was coordinated by the all-town capital veche in line with the relations common to the system of checks and balances.
