The article deals with the system of workers' promotion to positions of authority and purges as the most effective means of public monitoring of militia activities applied during the formation of the new state system after the 1917 Revolution, and the ways to improve the human resources management. The author believes that the reasons that gave rise to these forms of public control involving active participation of the broad masses of workers and peasants, were the insufficient effectiveness of the new Soviet militia structures in crime control and support of the new revolutionary system, as well as the need for revision and improvement of militia personnel.
